The Port Arthur Chamber of Commerce hosted its annual LNG Growth Luncheon on June 25 at the Bob Bowers Civic Center, drawing a sold-out crowd for the second year in a row. Under the leadership of Chamber President Joe Tant, the event brought together industry leaders, local businesses and community organizations to discuss how the energy industry is shaping Southeast Texas.
William Gurrola, Sempra Infrastructure Vice President and General Manager of Port Arthur LNG, joined Jack Holden, vice president and general manager at Cheniere and Jay Norsworthy, operations manager at Golden Pass LNG for a wide-ranging conversation on the future of LNG, regional workforce needs and the role of community partnerships in sustaining long term growth.
A Unique Position in the Global LNG Market
Gurrola opened the discussion by highlighting the Sempra Infrastructure dual coast LNG strategy, noting that the company’s presence on both the Pacific and Gulf coasts of North America uniquely positions Sempra Infrastructure, as it is the only company to offer LNG through multiple shipping routes. Through this strategy and the ECA LNG facility on Pacific Coast, the company can serve customers through a shipping route that avoids the Panama and Suez canals. This approach reduces transit time, lowers costs and minimizes exposure to geopolitical risks – a strategic advantage in today’s evolving energy landscape.
Gurrola emphasized that Port Arthur LNG will connect America’s energy abundance to global markets, helping allies secure reliable energy today while supporting long term energy security goals for the future.
Strengthening the U.S. Gas System Through LNG Growth
As the conversation shifted to market outlook, Gurrola underscored the strength of North America’s gas resources and the broader benefits of LNG expansion. He explained that the build out of LNG export capacity is directly fostering new domestic pipelines and storage, strengthening the U.S. gas system by improving deliverability, reducing bottlenecks and enhancing reliability for both domestic consumers and global buyers.
As the discussion moved to infrastructure, Gurrola explained that pipelines and storage are becoming increasingly important for LNG facilities. Port Arthur LNG is investing in its own midstream assets, including the Port Arthur Pipeline Louisiana Connector and LA Storage facility to ensure dedicated supply headers, reduce congestion risk and help manage daily feed gas fluctuations.
These projects strengthen reliability by providing high-capacity systems fully subscribed to Port Arthur LNG’s liquefaction trains, even during peak demand or regional maintenance.
Building and Retaining a Skilled Workforce
Workforce development remains a critical focus for Southeast Texas, and Gurrola spoke candidly about the challenges and opportunities ahead. Competition for skilled labor is intense, and major projects can draw experienced workers from other facilities, creating delays and team disruption.
He noted that retention is just as important as attraction and that people stay when they feel supported, safe and part of something meaningful. The future workforce, he said, will blend traditional craft expertise with advanced digital and operational skills.
Gurrola also highlighted the launch of the Pathways to Port Arthur LNG Scholarship Fund, which awarded its first ten full ride, four-year scholarships to local graduating seniors this year. The program covers tuition, fees and books for students pursuing STEM degrees at local institutions, helping build a long-term talent pipeline for the region.
Investing in Communities and Long-Term Partnerships
Community engagement was another central theme of the luncheon. Port Arthur LNG has invested more than $4.5 million to date in nonprofits, schools and community organizations across Jefferson County, with a projected $20 million in social investments by 2030.
Gurrola shared the recent support for the Port Cities Rescue Mission computer lab, which expands digital access and workforce ready tools for Port Arthur residents and reinforces the company’s commitment to education, opportunity and long-term community growth.
Preparedness and Coordination During Hurricane Season
With hurricane season underway, Gurrola closed by outlining Port Arthur LNG’s proactive approach to emergency preparedness. The facility maintains a comprehensive emergency response plan developed with local, state and federal agencies and aligned with the National Incident Management System and Incident Command System for seamless coordination.
Port Arthur LNG conducts regular drills, including hurricane tabletop exercises, and maintains a 24/7/365 contract with Refinery Terminal Fire Company for dedicated on site emergency response. Close collaboration with local responders and industrial partners ensures a cohesive and safe approach to preparedness.
