For more than a decade, Sempra Infrastructure and Port Arthur LNG have supported the Julie Rogers Gift of Life Program's efforts to improve access to women’s preventive healthcare in Southeast Texas. Now, a $320,000 investment from Port Arthur LNG will expand that longstanding partnership by establishing a dedicated mammography screening location in Port Arthur, bringing essential breast health services closer to women in southern Jefferson County.
Announced during Breast Cancer Awareness Month in October, the partnership is a collaborative effort between Port Arthur LNG, the Julie Rogers Gift of Life Program and Baptist Hospitals of Southeast Texas to purchase and implement a new 3D digital mammography unit at a future Baptist-operated location in Port Arthur.

The investment addresses a significant gap in local healthcare access. In 2025, Gift of Life served 453 women from Port Arthur – approximately 30 percent of its mammography clients. At least 90 percent were uninsured or underinsured, and all had to travel outside Port Arthur to receive a mammogram. The new location will help reduce transportation barriers that can prevent women from receiving timely breast cancer screenings.
"We are proud to support this partnership with the Julie Rogers Gift of Life Program and Baptist Hospitals of Southeast Texas to expand access to dedicated mammography services in Port Arthur," said Selby Lilley, regional vice president of external affairs and communications for Sempra Infrastructure. "This project creates a healthcare resource that will help remove barriers to early detection for women."
Sempra Infrastructure’s support for Gift of Life dates back to 2015, beginning with support for the organization’s mobile mammography screening program and continuing through breast health services offered in Beaumont. The new Port Arthur location will make screening services more accessible to women closer to home.
The investment reflects Sempra Infrastructure and Port Arthur LNG's shared social investment strategy of collaborating with community organizations to address local needs and create meaningful, measurable benefits in the communities where they operate.
Under the partnership, Baptist Hospitals will provide clinical staffing, equipment maintenance and ongoing operational support, while Gift of Life will coordinate community outreach, patient navigation and assistance for women who need additional diagnostic testing or treatment.

"At Gift of Life, we understand that behind every screening is a woman with a family, a story and a future worth protecting," said Norma Sampson, executive director of the Julie Rogers Gift of Life Program. "We are profoundly grateful to Port Arthur LNG for believing in the people of this community and for helping us advance a mission that touches lives in the most personal and meaningful way.”
Following equipment procurement, installation and necessary regulatory approvals, the new mammography unit is expected to begin serving women in Port Arthur and surrounding communities in 2027, providing greater access to screenings that support early breast cancer detection.
